Plugin Directory: Search: Respect the locale requested on API searches.

Previously the search code respected a locale parameter that was being passed, however the newer code uses get_locale() which is more appropriate.

Unfortunately the Query_Plugins endpoint wasn't setting the locale prior to querying, which resulted in the Search operating in English only.
