MU Plugins: Remove admin bar mu-plugins.

These two files are not needed anymore. The admin bar is always shown, and the About links have been removed from the front end of the site.

Any customization to the admin bar should now happen in this GitHub repo: ​https://github.com/WordPress/wporg-mu-plugins/blob/trunk/mu-plugins/blocks/global-header-footer/admin-bar.php.
