Photo Directory, Tags: Introduce tag handling functionality and tools.

Initially:

• Changing a tag's slug to an existing tag's slug will merge posts from the former into the latter, and set up a redirect.
• Renaming a tag will also set up a redirect
• Prevent creation of tags that are being remapped
