developer.wordpress.org: Add support for a blog.

• Add post-specific template.
• Add nav menu to house 'Blog' link.
• Enable general, non-"User Contributed Notes" commenting.
• Handle post comments distinctly from User Contributed Notes.
• Comment styling and display scripting.

Fixes #872.
