DevHub: Restore the ability to access UIs for editing explanations.

Following ​[wp34177], editing UIs are now inaccessible if the show_ui argument for register_post_type() evaluates to false. Setting show_ui to true and show_in_menu to false restores the previous behavior.

Fixes #1233.
