Coming Soon Page: Block logged-in users on other sites from bypassing the page.

Previously users from other sites in the network could bypass the Coming Soon page because they were logged-in to the network, even though they didn't have a role on the current site. This ensures that only members of the current site can bypass the page.

         if doesn't happen soon, then add admin notice if missing page w/ contact form or it's not published
