WordCamp: Remove the EU Cookie Law plugin from the network control list

The EU Cookie Law plugin will be replaced by the equivalent widget introduced
in Jetpack 4.9. Removing it from this list allows us to easily toggle it on/off
while ensuring everything is working as expected after updating Jetpack. Later we can remove the plugin completely.
