WordCamp Post Type: Allow wcpt-cancelled status in REST responses

This allows unauthenticated REST API requests to specify the inclusion of
cancelled WordCamps in the response. They will not be included by default, but
with the appropriate request parameter, i.e.

​https://central.wordcamp.org/wp-json/wp/v2/wordcamps/?status=wcpt-cancelled
