Support Forum: Updated bbPress templates and styles

• This commit adds the bare minimum changes from ​https://github.com/Kenshino/HelpHub to implement the new Support Hub features for the Support site at ​https://wordpress.org/support
• Coding standards for existing code will follow in future commits
