Now the template is similar to the archive page and its automatically assigned.
For a Category page it will be more helpful to have a layout similar to the blog page since a category can be added in the main menu to create a section on the site.
We started, on ro.wordpress.org such a section for the community - Evenimente (Events) based on a category Events with two subcategories - MeetUp and WordCamp. It will be way better that this pages will look similar to the blog page - with the list of events each with a title and excerpt, and the description text for that category to be displayed at the beginning. Thanks.

The design of the Rosetta site/blog is the same as we have for the main site/blog, see https://wordpress.org/news/category/releases/.
There are currently no plans to change the existing design/layout of the archive pages. Closing as maybelater.
As an example, we would like to have for this category archive page a template like this.
