Add comments to Speakers pages

Description

For WordCamp Europe, we would like to ask WordCamp attendees provide feedback about the talks on the speaker's pages. To do that, we need comments enabled for 'speakers', and the speakers shortcode should support permalinks.

In 1084.diff: enforce comments support on the speaker post type but have them closed by default. Also add europe.wordcamp.org/2015 to the list of sites that don't require back-compat code.

Please give this a spin and let me know if it works for you!

There's actually already a post-event survey that gets sent to attendees, and it collects feedback on speakers and much more. The data from that is shared with the organizing team.

Is there a good reason to ask attendees to also leave comments on speaker posts?

It looks like this would expose those comments publicly, but I think we've always kept the results of the attendee survey private, to avoid embarrassing speakers who get negative feedback.

It sounds like this should be discussed at a Community Team meeting before anything gets committed, so they can weigh in.

In 1680:

WordCamp.org: Enable comments for speakers.

Enable comments for the speaker post type so attendees
can leave public feedback after the event, or ask questions
before the event.

It doesn't look like r1680 makes the comments private or anything that addresses my concerns from comment:2.

I really think the Community Team should discuss this, since it potentially creates a situation that embarrasses speakers, and it doesn't seem necessary in the first place, because the post-event survey already collects this info privately, and then shares it with organizers.

@iandunn, sorry, this is meant to be an experiment, Veselin discussed it with Jen and got the green light. Comments will be closely watched and moderated by the organizing team. If it doesn't work out we can always revert the change.
