Related: #994

The current design of the pages is just a big table. We should refresh this page to look more modern and show more information.

@isaackeyet has worked up an refreshed design for this, see attached files.

There are some improvements we can have:

We should keep the breadcrumbs navigation relative to locale for sub-projects.

Akismet

Projects→Plugins→Akismet→Development→Romanian

will become something like this:

Locales→Romanian→Akismet→Development

This will help contributors to easily navigate back and forth without leaving the locale context.

Ways to easily identify incomplete translations, maybe global synthetic percentages or a watch feature.

Translate: Don't list projects without strings.

In 1721:

Translate: Improve custom routes.

Don't register custom routes for API request.
Move locale overview to translate.wordpress.org, no redirect anymore.
Replace /languages prefix with /locale.
Redirect old /languages URLs to the new route.
Rename custom templates.

Translate: Further design improvements for project portals.

Add a drawer for sub projects.
Move percent calculation to GP_WPorg_Route_Locale::get_project_status().
Add a green outline to the project box if a project is 100% completed.
Update breadcrumbs.
Update table colors based on https://make.wordpress.org/design/handbook/foundations/colors/.
