Inconsistent naming when a plugin has zero downloads

Description

When a plugin has zero downloads, the plugin directory says "0 downloads" while the page for that same plugin says "Active Installs: Less than 10".

This is intentional. When a plugin has no active install data (which is usually the case for plugins less than a couple days old), then the download count is displayed instead. This will be replaced in the search results page with the active install values once the active installs is greater than zero. The main plugin page always shows only the Active Installs count, not the download count.
