Plugin stats should only show versions is use in more than 10 sites

Plugin stats appears to show active versions for any version it detects, even if it is a version defined by a single user. For example, my plugin's stats are showing an active version "1337".

When I commented on this in the meta slack channel, Dion Hulse (@dd32) suggested that it should only track versions with more than 10 sites, and simply not show versions greater than the current version.

Removing versions greater than the current version was also mentioned in #961

The new plugin directory excludes versions which are greater than stable, this hasn't been implemented for the legacy (and currently live) bbPress system.

The stats system now only counts version strings which have more than 10 active installs.
