Add the ability to re-order your saved Favorites

It would be useful to be able to change the order in which your list of saved plugin/theme favorites show, when viewing them on .org. At the moment they don't seem to display in any particular order, which makes it difficult to find items.

It would be useful to be able to sort them by Name or Date Added (ie. date you favorited them so newer ones appear up top)

That's similar to #693, the favorites should be sorted alphabetical.

3. Order: Unordered /wp-admin/plugin-install.php?tab=favorites&user=netweb

Themes:

1. Order: Unordered ​https://wordpress.org/themes/browse/favorites/
2. Order: A -Z ​https://profiles.wordpress.org/netweb#content-favorites
3. Order: Unordered /wp-admin/theme-install.php?browse=favorites

• Plugin Directory in [dotorg-11623].
• Themes API in [dotorg-11624].
• Plugins API in [dotorg-11626].

Due to caching, the change may not be reflected immediately in certain instances.
