Ability to notify or contact plugin/theme authors and visa versa

This is system enhancement request. There are some cases that translator want to notify or send some message to plugin/theme authors.

For example

• Translation completed. Authors can declare their theme/plugin newly supports the new language by our help!
• Technical questions. Translator may send the questions about wording or usage.

Re-summarizing. If we do this, I think it's important to go both ways and even automate some pieces. Here's a few scenarios we would want to cover:

• Automatically notify plugin / theme authors when a new language pack is available for their plugin / theme
• Allow translators to contact plugin / theme authors with specific questions about translation
• Allow plugin / theme authors to contact translation editors (for their project and global) to thank them or alert them of an upcoming release

There may be other scenarios as well, but if we do this, we should allow the back-and-forth communication.
