Per locale @mention that emails all translation editors

With plugins and themes coming to the repo and the rules about adding new per project translation editors for different locales stating plugin authors need to post a request on the Polyglots P2 for that, we face a bit of a lag issue.

Currently the only way to notify the team of anything is to @mention them either on the P2 or on Slack.

The problem with this, apart from having to know how to @mention, is that getting one translation editor's username currently consists of 5 steps and that's if you know where to go and what to look for:

  • Going to the Polyglots p2
  • Clicking on Teams
  • Clicking on Details (not entirely straightforward, I've already proposed changing that to "Team" in #1241)
  • Clicking on the username, copying it from the address bar (only way to get it right, copying the url also works)
  • Going back and pasting

I think it will be much easier to notify translation editors for all things where their attention is needed, if we could have something similar to @mention but on a team basis.

That would allow us to notify them around releases, to notify them for outstanding requests for new per project editors and so on and so forth.

A Slack integration would also work, but even with our continuous attempts to get everyone on Slack, not all of the TEs are there.

I'm interested to know how everyone feels about this idea.

With the relations out of the way I think this is an important addition that we should indeed add.

Slack: For example, en_AU, sending a message to @en_AU would send a notification to all en_AU TE's, similar/identical in functionality to the current @committers alias for use to mention all the #core committers.

w.org notifications: I have a w.org notification setup for en_AU and this is currently voluntary and I receive both email and Slack notifications for any mention of en_AU, maybe we can add this to TE's profile. (You can set these up yourself at https://profiles.wordpress.org/%your_username%/profile/notifications/)

w.org locale profiles: Currently there is no such user as https://profiles.wordpress.org/en-au, maybe we could setup w.org username alias for each locale.

That's all I've got for now but will continue to throw ideas up for discussion :)

I'm going to wontfix this since we're recommending hashtags instead. But a follow up ticket here should be to opt-in mentions for general translation editors, for each locale.
