Theme development links should be translatable

In the theme directory, there are links to ​Theme Development page in Codex and ​Themes and Templates forum.

Both should be translatable, so that we could link to the corresponding resources in our language.

The ​Theme Unit Test link should probably be translatable too for consistency, even though it's only available in 3 languages now.

My patch adds another link (to the Theme Directory) that should be translatable.
