Add stats/filters to the project overview page

As a continuation of #1365 I think it would be useful to add a small paragraph of stats on the top of the page that gives a more detailed overview about the status of the project.
These stats could double as filters: when you click on a line, in the table below it will just show those--it would be fancy if this could be a tri-state: show-only, hide-these, neutral.
17 locales have 100% in stable (14 in development) 3 locales have 90+% in stable (4 in development) 8 locales have more than 10 waiting strings 120 locales have less than 50% in stable (100 in development)
Maybe also other parameters would be worth considering. In my opinion the above numbers give a pretty good overview of the health of the translation status of a project.
With the number of locales available, the table becomes so long that it is impossible to get a visual overview of the situation. The filtering function could also help with that--you could then sort just the rows you are interested in.

We talked about this ticket in design ticket triage today and we're not quite sure where you want this information shown.
We guess you want it on this page:

But it seems like there already is a chart with all the stats?
Whereas a sub-chart is also available on a subproject, eg. the Dutch locale:

Is this ticket still relevant? And if so, could you please elaborate where this information should go and what it adds to the current charts present.
