Forum quicklinks inconsistent positioning

Description

Forum moderators have quicklinks like 'no replies' and 'all topics' at the top right, below their profile name. Non-moderators have these links all the way at the bottom, which makes it more difficult to find (and use).

In the new forums theme the links are consistent, moderators don't have them at the top either :)

Should hopefully be resolved in #1873.

The initial issue no longer applies to the redesigned theme, though we can probably improve the UI further in #1873.
