Twenty Sixteen should be listed as a WordPress sub-project

Twenty Sixteen is among the projects that need to be at 100% for the locale to be eligible for an automated release, see the Polyglots post.

However, unlike previous bundled themes, Twenty Sixteen is not listed as a sub-project on
https://translate.wordpress.org/locale/ru/default/wp/dev.

Because we now have a dedicated wp-themes project for themes and because of its development (GitHub) Twenty Sixteen is a sub-project of wp-themes and used as the main source. Same as with Akismet. Old default themes are only for legacy reasons still in the wp project.

I see. Could we perhaps add a link to it somewhere around the red notice on wp/dev?

I think new default themes should be mentioned on that page in some way, so that translators don't accidentally forget about them :)
