Since themes can now be translated in a fairly easy way, we should incorporate a filter in the WP admin UI that lets the users search only for themes which are translated to their language of choosing.
We should probably agree on a % value treshold after which a theme will show up in the results (likely somewhere around 50% - 70% completion).
This might be related to #1123 although that ticket is for the Theme Directory on the local rosetta sites, not for the WP admin UI. The "solution" doesn't say anything about the WP admin UI.

This Trac is for bug reports and enhancements for the WordPress.org site itself and its various sections.
Could you file a ticket on Core Trac?
