Open XML-RPC endpoint for patch uploads in Trac to all users

Description
I'd like to add patch upload to Jorbin's grunt-patch-wordpress (see #30).
The trac XML-RPC endpoint to upload a patch to a ticket is restricted to certain users. Can we open this endpoint up to all users?
