Untranslated plurals are ignored in percentage complete calculations for translation projects

Description

E.g. bbPress en-ca is currently shown as 100% translated:
https://translate.wordpress.org/locale/en-ca/default/wp-plugins/bbpress

The string Reply includes plurals though in this case the plural has not been translated as such the plugin shouldn't be shown or function as a 100% translated project.

Can you reproduce this on another GlotPress install? I don't think that this is specific to translate.w.org.

I do not have another GlotPress install to test, though it could be ¯\_(ツ)_/¯

Note: I created the GP issue above as I'm quite sure that is a GP issue rather than translate.w.org

I ran into this on translate.yoast.com previously as well.
