Remove Twenty* themes from the popular tab

It's been mentioned a few times in various places, so I thought I'd create a central ticket for it.

Currently the Default Twenty themes are guaranteed to always show up in the first slots of the popular themes list, no matter what way you calculate it, their sheer default install base is huge.

Realistically, showing the default themes (which an end-user most likely has installed already) isn't any benefit to the user, they're looking for a new theme.

We should consider either:
a) Hiding themes owned by wordpressdotorg in the popular section or
b) Don't return themes the user already has installed in the popular listing (effectively hiding wordpressdotorg themes if the install already has them)

Personally I'm in the camp of potentially doing both, a for the directory, b for the API clients.

Closing as maybelater - The Twenty* themes are popular themes in of themselves, and removing them is kind of against the point of the view in the first place.

Quite possibly when being viewed from core it should exclude themes that are already installed from that view, which would be a core change I'd be in favour of (if that doesn't already occur)
