As seen here: ​http://make.wordpress.org/support/2013/06/introduction/

At the bottom of the page, you'll note that there's an empty comment from siobhyb and a reply to that comment from Kim Parsell. The empty comment causes UI overlap that shouldn't exist.

A note: It looks like siobhyb deliberately made her comment blank (it was a duplicate); that in itself was not the result of a bug.
