The devehub homepage has redundant padding-bottom, see the attached screenshot.

My patch removes the padding from the homepage.

In 2810:

developer.wordpress.org: Remove unnecessary padding on the DevHub homepage.

Bottom padding was added for the .devhub-wrap container on inner pages when styles were refactored in [591], however no exception was made for the homepage styles.
