Create landing page for code reference

The code reference needs a well-designed landing page, ideally with a search box (for searching the entire code reference). We also need to decide what other things should be on that page.

The code reference landing page will be: ​http://developer.wordpress.org/reference/

@melchoyce did a design for the landing page (as well of all of the other pages) And they were sent through to @georgestephanis to make a theme. I assume that it needs some more work since we're now going for a more MP6-style. Also, we may want to integrate @saracannon's design throughout.

My kind of staging site is live ​http://developer.rarst.net/ and getting bits of front page uploaded as markup/CSS for them is delivered (cough-cough) and internals are implemented.

Need ​https://github.com/rmccue/WP-Parser/issues/32 or other way to handle it for version queries.

Not all functionality in it is working, but I think that's worth own tickets and not in scope of landing page overall.
