Add search ability to the code reference

The code reference needs the ability to search it. Another search for should be created (in addition to all the others we have) just for the code reference.

I wrestled implementing search away from toscho since he is otherwise busy/whatever. On it.

I am a little fuzzy now where this logically "lives". It context of DevHub do we have two searches for handbooks and reference?

Which entry points and result pages will they respectively have?
