Dissolve the translate.wordpress.org directory

sites/trunk/translate.wordpress.org is since the upgrade to GlotPress 2.0 (#1667) quite unused. Existing stuff should either be removed or moved to another place.

• sites/trunk/translate.wordpress.org/includes/gp-plugins
  • GlotPress plugins are now part of sites/trunk/wordpress.org/public_html/wp-content/plugins so the directory can be removed.
  • BUT: It currently includes a SVN external for sites/trunk/common/includes/wporg-sso. The external needs to be moved to somewhere else. Probably into mu-plugins on dotorg.
• sites/trunk/translate.wordpress.org/public_html
  • gp-templates: Includes templates for the standalone version of GlotPress and are unused; can be removed.
  • gp-templates-new: Includes templates for GlotPress 2.0+. Since the templates are customizations for translate.w.org I'm going to move them into sites/trunk/wordpress.org/public_html/wp-content/plugins/wporg-gp-customizations.
