Inform users upon registration, that the account can't be deleted or renamed

According to the [Support Forums Welcome message](https://codex.wordpress.org/Forum_Welcome#Deleting_Accounts) accounts currently can't be deleted and usernames can't be changed due to technical limitations.

As the registration form can be accessed without reading the Support Forum Welcome message, the registration page should inform users that their account can't be removed or renamed.

(Note: this bug ticket refers to [support team meeting on June 9th, 2016](https://wordpress.slack.com/archives/forums/p1465491116001219) where an additional note to the registration form was suggested.)

This might become obsolete with GDPR compliance work needed for w.org.

I'm going to wontfix this for two reasons:

  • GDPR requires a delete user functionality
  • Users shouldn't expect that accounts can be renamed, and I don't think the registration flow is the ideal location for that.
