Revamp handling for global admins in GlotPress

Description

The Rosetta Roles plugin for GlotPress includes a check whether a user is an admin on global.wordpress.org. If this is true the user will have admin access to GlotPress. That's currently the case for 22 users.

Now that GlotPress is a WP plugin and has its own site in the network we can change that a bit.

  • Instead of adding the users to global.w.org we can use translate.w.org.
  • Proper permission system: Not all users need full access. The mobile team for example needs it only to be able to import release notes.
