Description

Some work has been done on this (​see the screenshots in the developer hub spec) but they need to be implemented and perhaps updated to match the style that developer.wordpress.org will have overall (being worked on separately by @saracannon).

I think this is obsolete as currently formulated. Current design is primarily driven by Brian's theme implementation. Templates done by me in parallel currently need to be tweaked to adhere to it.

We are mostly on track for coherent design, based on Brian's work. Closing this one and focusing workflow on more specific tickets on design tasks.
