Don't show comment form when logged out

Description
When logged out, we currently show a comment form on individual posts. For example, at the bottom of this page: https://make.wordpress.org/meta/2016/06/08/plugin-directory-v3-chat-summary-61/
(There's no way to reply to individual comments though.)
Instead, we should show some text with a link:
Login to WordPress.org to comment on this post.

The reply link should be showing, though, and redirecting to the login page.
