We need some kind of ability for users to report a problem in the WordPress.org. It's unclear what this should look like (form on every page that emails? form that's backed up by mods?).
[this ticket was formerly just about reporting problems on the code reference].

Where should said link go? It could go to meta trac, but we might get a lot of support requests. Alternatively, it could go to a (new) forum where mods could correctly triage support requests and up-level actual website issues.
I think it should go to a separate page that describes the appropriate venues (including meta trac and support forums) for different types of requests.
We've done something similar on https://ru.wordpress.org/contact/ instead of a regular contact form (which was misused regularly for support requests).
