Restore views menu in bbPress 2.x forums header

The "All Topics | No Replies | Not Resolved | No Tags" navigation links in the header were pretty much the most used links for me on the forums.

In the new template, they are gone. Restoring them would be very helpful.

There are "All Topics | No Replies | Most Popular Topics" links in the footer, but "Not Resolved" and "No Tags" are not there either. Also, the footer links are not displayed in individual threads, whereas previously these links were accessible from any page.

I guess displaying the Views menu in the header is not feasible with the new design, but we could probably display it in the sidebar on individual topics, under "My Account". It should be available on every page, like it used to be.

Do we think these links were the most used by most users? If the answer is "no," perhaps we shouldn't bring them back and instead work with the support team to add them to a browser extension that moderators can use.

In 4955:

Support Theme: Display Views menu in single forums, plugin- and theme-specific views, and single topics to ensure consistent navigation.

Feeds menu and tag cloud are only displayed in single views (excluding plugin- and theme-specific views) and tag archives, as before.

Fixes #1873.
