If someone wanted to work on the code for api.wordpress.org, for example, they'd have to ask for access to a sandbox, in order to test their changes.

It would be a lot easier if they could set up a development environment locally. And that's exactly what ​Vagrant is for.

The ​Meta Environment exists now and would be the perfect place for this. More of the API code has been opened too, if anyone wants to work on a PR to add it to the Meta Environment.
