Allow locales to create localised handbooks on Rosetta sites

Description
Handbooks like https://make.wordpress.org/polyglots/handbook/ are a great way of bringing structured information towards contributors.
Is there any possibility to have the handbooks installed on the local wordpress.org sites ? I'm willing to test on fr-be.wordpress.org .
Thanks, Pascal.

Seems reasonable to wait for O2. I suppose that with multiple locales you mean dealing with left-to-right and so ?
As there is no O2 Milestone, will leave it open.
fr-be and nl-be are in for testing :-)

Hi @samuelsidler , just a small ping to see if you can somewhere plan this now that we have our team sites. Thanks.

@casiepa To roll out more handbooks we've to improve the compatibility with o2 first. This also includes the design see #1825. Are you able to help with some CSS/JS work?

@ocean90 is there any update on it? I see, that the #1825 is closed as fixed.
It would be really helpful to have a handbook on local O2/P2. Especially for onboarding new contributors and PTE.
I would like to contribute to making handbooks available at local teams if it's needed.

Per @CoachBirgit's request, the Handbook plugin is now activated on https://de.wordpress.org/team/handbook/ for testing purposes and appears to work as expected.
Things to look into:
- Is there an efficient way to activate it and set up the widgets area for other existing locales?
- What's the process to activate it automatically for new locales?

@SergeyBiryukov can we (ja.wordpress.org) request to activate the handbook plugin as well? We are in the process of moving already-translated contents on GitHub to Rosetta site and running into the issue of not having any navigation menu.
GitHub: https://github.com/jawordpressorg/community-handbook/blob/master/meetup-organizer/getting-started.md
Rosetta: https://ja.wordpress.org/get-involved/meetup/getting-started/
We'd be happy to help around improving the CSS/JS etc as we use the plugin.

In #4498 @coffee2code helped us configure the menu order (the config is under Customizer > Widget). FYI, @CoachBirgit and others who will be getting their handbook enabled.

Is this working fine? Can we add the handbook to other Rosetta sites now?

It’s working fine for us! We’ve added a bunch of pages to Meetup Organizer Handbook but haven’t ran into any issues of note.

- Resolution set to fixed
- Status changed from new to closed
As it works fine on the first sites (no issues are encountered) and the procedure is clear on how to activate this for other sites (just leave a message in #polyglots and we can activate it on a Rosetta), I proceed in the closure.
The handbooks are tied in closely with the P2 theme and, soon, the O2 theme/plugin. Once locales have a team O2, it's something we can consider (one handbook per locale, that is). For now, it's not something we'll pursue.
(Note that the handbook plugin will need some changes to support multiple locales.)
