Give General Translation Editors access to manually release translations

Description
It seems General Translation Editors don't have access to release translations from the backend of Rosetta sites unless they also have the Editor role.
Given that GTEs are the ones responsible for translations, can we please change that and allow them to see the Tools > Release packages section?

Releasing release packages is supposed to be available for Locale Managers, see #1398.
