Forums: ?view=all link should be more noticeable and always shown for moderators

In the new forums theme, the ?view=all link for deleted/archived/pending messages is displayed in a small font in the sidebar: 3 replies (+ 2 hidden), and is easy to miss.

Previously, it was a part of the title and much more noticeable.

I don't see this part at all in the ​latest mockups. This should probably be mentioned there too so it doesn't get lost.

"Moderators cannot see IPs and eamils on profiles or in posts — Sometimes the view all link is missing due to caching. When this happens, even adding ?view=all manually doesn’t work. This explains the issue I had on Friday. We need the link to always show, and it must bust cache"

Correction: for archived posts, the link is currently not displayed at all, see comment:2:ticket:2043. So there's no way to know if the current thread has any archived posts, unless you manually append ?view=all to the URL.
