Forums: "Stick" and "to front" links should be visually separated

Currently, "Stick" and "to front" links are too close to each other, and one can accidentally stick a plugin/theme topic to all forums.

Per a brief ​Slack discussion, the "to front" link should probably be moved somewhere else, since it's used less frequently.

Another idea: maybe the placement can stay as is, but "to front" should be replaced with "to all forums" for clarity.
