Forums: Replies page shows duplicate avatars on Rosetta forums

• ​https://wordpress.org/support/users/sergeybiryukov/replies/ (English Replies page) doesn't show avatars for each reply, which makes sense, as they would all be the same.
• ​https://ru.wordpress.org/support/users/sergeybiryukov/replies/ (local Replies page) shows duplicate avatars for each reply, which doesn't make much sense.

Why is there a difference in the template between English and local forums?

This is part of the Support Forums plugin https://meta.trac.wordpress.org/browser/sites/trunk/wordpress.org/public_html/wp-content/plugins/support-forums/inc/class-performance-optimizations.php#L15. The Support Forums plugin is currently not active on local forums. But it will be soon, see #1987.

Support Forums: Move Gravatar suppression to display hooks.

It should be included on Rosetta forums as it is a visual change, not a performance optimization.

Fixes #2001.
