Description
Following the new topic message for reviews in [3996], the logged out footer template notice should read "You must be logged in to reply to this review." rather than "You must be logged in to reply to this topic."

Support Forums: Remove ratings form verbiage for logged-out users suggesting a login form at the top of the page.
The text was a vestige of the old support forums.
