Allow any registered user to post on o2 sites

Make/Polyglots or sites for locale teams require that any registered user should be able to post. P2 had this option included, o2 not.

Attached is a plugin which restores this functionality. While working on this plugin I noticed a few issues in the o2 plugin which need to be fixed first.

o2 changes are merged and deployed on w.org.

2059.patch looks good.

In 4105:

Add o2 Posting Access plugin.

This plugin allows any registered member to post on an o2 site. It will be used on Make/Polyglots and local team sites.

Fixes #2059.
