Re-introduce quick-actions with replies in theme/plugin forums

Previously, when you were a moderator or theme/plugin owner, you could check a box to close (for moderators) or mark as resolved along with the reply, instead of changing the state after submitting your reply.

These options were located between the submit reply button and the reply textarea.

On second thought, the whole code could go into the plugin, to keep it in one place: meta-2070.2.patch.

Support Forums: Reintroduce "Reply and mark as resolved" and "Reply and close the topic" actions in reply form.

Fixes #2070.

In 5161:

Support Forums: Add contextual checks for extra reply actions:

  • Don't display "Reply and mark as resolved" checkbox if the topic is already resolved.
  • Don't display "Reply and close the topic" checkbox if the topic is already closed.
