Clean up spam topics and topic tag spam

Some forums have topic tag spam via ​https://wordpress.slack.com/archives/forums/p1474790048006199

Some examples:

My anecdotal evidence is that most of the topics and topic tags are years old and have been imported from old bbPress 1.x forums, languages are hard, determining spam in other languages is really hard.

I tried contacting the only keymaster who has a Slack account but didn't get a reply.

Since Mandarin is my second language, can someone just make me a temp keymaster to clear those things up?

Moving on, I think we need to have a strategy to deal with 'abandoned' locales.

Update： I talked to @pseric who is keymaster of Taiwan locale and guided him a little on bbPress adminstration.

For the Taiwan locale, @pseric has got it.

In hind-sight, if we add new locales and give them forums, we need to teach them how to administer, or at least tell them it's their duty to administer those forums.
