Translator Credits are not limited to WP version

Description

I only added @yayannabelle as a GTE for en_GB a few days ago, but she appears in the list of translators credits for all versions i.e. http://api.wordpress.org/core/credits/1.1/?version=3.2&locale=en_GB .

I suspect the same goes for any locale for any GTE. Whereas the various other levels of credits are per version, the Translators just seems to be whatever the current list is, regardless of whether they even had an account at the time of the WP release, let alone may have contributed to WP strings in their GTE role during a particular release timeframe.

That's correct, there is currently no way to know if a GTE was active for a release or not. GTEs can approve translations for older versions as well so it's appropriate to list them always.

We could change that once https://github.com/GlotPress/GlotPress-WP/issues/293 lands on translate.wordpress.org.
