Pending plugins need to be migrated from the old plugin directory and stored in some way.

The plan here is to retain pending plugins in bbPress until launch, then do a one-time migrate and hard cut-over. That way there is no ongoing sync needed.

Pending plugins were transferred. Rejected plugins still remain to be done so.

@dd32 - Did we migrate the rejected plugins? I'd like to be able to close this out :)

Nope, never got to migrating them over. Sorry. I'll try to get to it in the next couple of weeks, hopefully after 4.8 ships.
