Line-wrapped data in <p> should be un-linewrapped

Following #1801 / r4386 the very-basic code to de-line-wrap text from readme's was disabled. We should fix it with something proper.

The code was designed to catch something
where the readme contained line wrapped
text on a much smaller width than what we
display it as on WordPress.org.
Ideally we'd like to unwrap these as
appropriate within <p> tags.
