Change the default Twitter account in Rosetta local sites at .org

By default, every post shared via JetPack buttons in Rosetta local sites at wordpress.org (i.e: es.wordpress.org) are shared with the @WordPress appended.

It could be necessary to allow local sites to access to Settings -> Sharing in order to change this twitter account and put the local community twitter account, if it exists (i.e. @wp_es)

Jetpack requires manage_options capabilities to view the Sharing settings page—I'd rather not fork that screen to overwrite that.

Would it be acceptable to have Locale Managers, who'd like to add a custom Twitter handle, post a request on make/polyglots to have a Network Admin add that?

Is there already a workaround/workflow for the missing permissions in Jetpack? @obenland

For de_DE we would also be happy if we could refer to the German Twitter account @dewp_org.
